Data portals may collect sensitive information requiring different levels of access. When a user requests an account, individual portals should be able to set the required fields in order to determine if access can be given.  e.g., for some portals, we may want the description to be a required field (it is currently an optional field.)

Specifically for certain email accounts that we can’t verify we would like to require an explanation that helps us answer:

• Who are you? 

• What is your purpose for data access?
